Employer not paying one and a half month salary What action can I take

Sir, Myself is an Assistant Professor of a pvt engg college. My employer makes my salary one third since oct 2015. I left the college last february without serving notice period. Still they haven't paid one and half months salary, as well as they are not giving me release order, not clearing pf etc. pf office rejects claim, labour commision said we cannot force your employer legally Please help me what to do

The initial step for recovery of your pending money is to send a legal notice to the company. 

In the legal notice we provide a stipulated time to return the money failing to do so, you would require to file a civil suit for recovery in the concerned civil court. Please note that you will have to pay the corresponding court fee as per the amount of recovery to file the recovery suit.
No, there is no time limit for you to ask for your salary.
