Consultant after receiving money did not do job as promised

I had approached a Canada immigrant consultant in Mumbai for work permit. I thought they are legit. But after paying the registration amount of 59,000rs they have not answered calls and even after meeting personally they have not given me any update on the process. They had signed a MOU with me but they have not kept their part of promise. They say registration money is non refundable. But I doubt they have not even done my registration. I want to get my money back from them. Please advice.
