Posco Case on my Brother-in-law for attempt rape on his minor daughter

Sir/Madam, It was unfortunate that my Brother-in-law(my elder sisters husband) attempted rape his own minor-daughter several years back which the entire family knows. Now, as a family we want to register a case on him for the above crime. Is there any time-frame by when we should have registered the case?...Can we register it now(2019)?...because now he is going out of hand and has become a monster(on other reasons of family intimidation)? I am the victims "Maternal Uncle" and asking this question on behalf of the larger(entire) family.

Yes you can register FIR as its a criminal case and there is not limitation period for filing serious criminal case. If police refuses to register FIR then file a private complaint directly to Magistrate.
