Mental torture with negligence since marriage (hindu)

After marriage my husband never gave me any money for my daily needs.. I had to get it from my father.. then my mother in law gives me very little food and no money.. she makes my husband fierce with false matters and both of them tortured me mentally with allegations & behaviours.. where and how do I complain about this? Is there anybody to make them suffer? I am financially very low, my parents are very aged & unwell.. who will listen to me?
there is only one place that will hear you for which you need to write the entire ordeal on paper and submit to get relief in 7 days, you need to be strong enough to give it a fight if you wish to succeed and you also need to understand how things work and the same gets you relief
