What are the documents required to transfer 2-wheeler to another state

My 2 wheeler vehicle is originally registered in Telangana. Bought it to Mumbai 2yrs ago after getting NOC done from Hyd RTO. I manually got the NOC done at HYD RTO and at RTO office, the people asked me to submit my RC book. I repeatedly asked them how can I submit my RC book to which they replied that as it is a digital e-card based, Mumbai RTO will give me a new one. When I went to Mumbai RTO they told me to submit a lost RC book request as they won't issue one to me! So I left the place it as the NOC I got from Hyd was valid for 1 yr in Mumbai; I thought I would do it later. Then I moved outside India for a year. Now the NOC is invalid and I got relocated to Bangalore. I now need to transfer my vehicle to Bangalore. What documents I now need to get the vehicle transferred to Bangalore? Is it true that RTO will issue e-card RC book to me or do I have to raise lost RC book request? I have Vehicle Receipt, RC book xerox, Insurance, PUC documents.

Yes you will have to comply to the directions provided by the RTO. Also, for transferring you registration of bike to another state follow the given procedure:
1.) If the bike/vehicle is Hypothecated, i.e. if it was purchased on Loan and the Loan is already cleared, than you have to get the Loan clearance Certificate on Form 35. Bank may charge some amount.

Alternatively, if the Loan amount is not yet cleared and some installments are still pending, then again visit the Bank/Financier where the Loan was availed. Write an application along with the reasons to take your vehicle to that state and they will issue you an NOC about the Transfer of the vehicle from XXX RTO to YYY RTO. Visit the RTO alongwith the letter. In this process, the vehicle will be issued NOC for YYY RTO along with the Hypothecation and the money will be recovered by that branch of the Bank/Financial institution in that state.

2.) The following documents are mandatory to be produced at XXX RTO:

If the vehicle is/was under Hypothecation, than the Loan Clearance Certificate in Form 35 OR if the Loan is yet to be cleared, then the NOC obtained from the Bank stating that they have No Objection for the transfer of the vehicle from XXX RTO to YYY RTO.
ID/Address Proof, photocopy as well as in Original. This is to ascertain the fact that you are the rightful owner of the vehicle.
3 copies of Form 28 (Mandatory), available near RTO as well as on the Internet. Fill them in original. You may imprint Chassis No. as well as Engine No. to verify the correctness of your original Chassis No./Engine No. with the one printed in your original R/C. If there is any discrepancies, bring this to the notice of the authority immediately and get them corrected from the database. But, Chassis/Engine prints are not mandatory.
Copy of Valid Insurance Certificate. This is only to update the Insurance in the database. So, this is also not mandatory, provided that you have already updated the Insurance details at the office.
You may include valid Pollution Certificate, Vehicle Smart Card etc., but not mandatory.
The Registration Certificate is only required to write about the issue of NOC to that RTO, so not mandatory.
3.) Visit the RTO where the vehicle is registered and at first submit the Form 35 (Loan Clearance Certificate), if any and get the finance cleared from the office record/database. At present, the Fee is Rs. 100/-. May vary, as per Govt. Orders. For new R/C and Smart Card, extra charges will be levied.

4.) If point No. 3 is not applicable, then submit other documents.

5.) The Dealing Assistant may verify your records and will also check the VCR (Vehicle Checking Report), if any, issued against the vehicle. A VCR is issued against a vehicle found plying violating/disobeying any Rules, Also maybe known as a Ticket issued by an MV official against the vehicle. If there is any VCR, you have to clear it by paying the full amount. The amount varies from mere Rs. 100/- to up to about 20 to 30 thousand.

6.) If everything is found to be okay, then you have to pay the NOC Fee. At present this is Rs. 20/-.

7.) After this, the Form 28 along with other relevant documents will be signed by the RTO and 2 copies of Form 28 and a printed No Objection Certificate slip, duly signed by RTO will be returned to you.

Now, you can take the vehicle to your new place to register at that RTO.

8.) At the YYY RTO, you have to submit the NOC slip and the copies of Form 28 obtained from XXX RTO. Along with these, valid Insurance Certificate and Pollution (PUCC) Certificate is mandatory. 9.) After verification of the documents produced as well as physical verification of the vehicle, the vehicle details will be entered in the database and then you have to deposit necessary fees towards Road Tax, etc. and to get new Registration Certificate and Smart Card.

In the meantime, the YYY RTO may also write a letter to XXX RTO for the genuiness of the issued NOC. After receipt of necessary clarification, the vehicle will be allowed for Address change, etc.

10.) After some months, you may also apply for Assignment of a new Registration Number, i.e. a new registration number corresponding to that RTO of that state.

The procedure is same in almost all RTOs. However, the process and the time taken by different RTOs may differ a little.
