affidavit made in Gujarat velid in Utter Pradesh or not?

I want to made a affidavit in Gujarat to forgo or no objection for granting pension to my Divyang younger brother by UP government.
I tried office of three advocates, they all refuse to do so and ask me to go Uttar Pradesh for getting Affidavit, saying that the affidavit of Gujarat will not be valid in Uttar Pradesh.
Is it True?
it's depends on UP government but in India every notray publish in velid in india but you first contact up divyag authority and do the affidavit n gujrat notray ..but all india notray is same power for more enquiry contact me
