since, your marriage solemonezied in India so all the law Hindu marriage Act are applicable on both parties.
in process if he flew away by marriage , it will be the role of the country where he finally arrives or settle If the treaty between India and that country will be binding Then No issue , you can file divorce case and surely will get relief .

As you told that you were married to your husband as per Hindu customs in India and now you live outside India and want to divorce your husband on physical and mental grounds and you want this case to be filed where you Presently she is living there and filed for divorce from her husband butThis is not possible because your marriage took place in India and only the Indian court has the jurisdiction to divorce you. The foreign court has no right to dissolve your marriage
