In bail you have file a petition under 439 crpc before the district and sessions court, if it has already been rejected the high court can be approached, the fees depends on the lawyer, you can call give the case details and fees the lawyer will draft and apply for bail, the lawyer can get all the copies of FIR, complaint or charge sheet if filed and will apply for bail on behalf of your sister.

Dear Sir, If any person is in jail and charge sheet is not filed within 60 days or 90 days depending upon the severity of the offences the Accused entitle for bail. Since in this case your sister is a female as such there are chances of getting bail even in murder case. If you approach Honble High Court and the fee may depend upon the profile of the Advocate between Fifty Thousand to Two Lakhs.

first you need to collect the charge sheet and other relevant documents including evidences, then go for filing of bail application before magistrate court and thereafter it may happen that the case will go for trial.
