you can approach the local court and can move an 156(3) application to the civil judge (MM). because you are posted in uttarakhand d incident happens in there, so delhi's jurisdiction is no role in your case

file 156(3) where offence takes place...means you should file 156(3) in court under whose jurisdiction the above said police station came. it cannot be filled before Delhi court because incident took place in Uk and UK police has to investigate the matter and order u/s 156(3) will be given to UK police only.

The place of occurrence of the incident is relevant to lodge FIR and the victim can lodge a criminal complaint to the nearest police station where the incident has happened. It is a case to be registered with the local police and they have the jurisdiction.

Respected sir The jurisdiction of the magistrate court will fall within whose local limits the offence was actually committed, means where you were assaulted, you can file your petition under Sec. 156(3) Cr.P.C. for getting directions to the local police station to lodge an FIR against the accused. For further information, you may consult me regarding that.

cause of action will decide the jurisdiction of the magistrate who would take cognizance of the offence however if the person against whom criminal case is contemplated happens to be a public servant you need to take sanction of higher authority then jurisdiction might fall in delhi

You can’t file case in delhi because Assult happened in Uttarakhand. You need to hire expert advocate to draft your complaint n send the same to higher authorities if local police station is not registering your FIR. B in touch

where has the assualt taken place ? Assault jaha hua hai us area ke jurisdiction ke hisab se hi case file ho sakta hai. Detail me discussion karne ke liye aap thoda aur details dijiye case ke bare me.
