Commissioner will not take any action in usual circumstances. Police station is the place where you need to file your complaint in case of any criminal offence. If police doesnt take action, then approach Commissioner, and thereafter approach Magistrate Court if neither of them take action.

This is pure case of assault and outraging woman’s modesty, if you have registered the FIR or complaint then you should wait for police reply and arrest of accused for this act, you can ask police to get your mothers medical examination done

Well, you should have gone to the local Police Station first to lodge a Police Complaint rather than dispatching Complaint directly to the Police Commissioner first. You cannot break the rule of Hierarchy. Now, your complaint will be dispatched to the local Police Station.
