My friend borrowed money from me and never returned it. I tried every possible option to get it back without fight. But, all efforts were in vain. It's almost one and half year since I am following up with him. Can I register a Police complaint now? Do Police have a right to decline it since it's such an old problem?

yes police will not entertain but you have directly file a provate complaint in the court agaunst the person for cheating you and that you have to provide all relevant documents to get your case admitted by the court and the court will either issue direction to police to investigate or the court will directly proceed with the matter and call the other person in court

In such matters police don't interfere and therefore even if you file a complaint with police, they will most likely tell you to go to court. There are two remedies available to you 1.you may file a criminal complaint directly before the magistrate through your counsel for cheating 2. you may file civil case for recovery of money

Yes, you can file a FIR at police station by showing them amount transferred details and you call and message conversation Or you can hire a lawyer and file a 420 case against your friend. if you have any documents made against the amount given them you also have the option of recovery suit for getting your money back.

usually police can refuse same matters but don't worry you can file an application in the court for it then magistrate can order to police to lodge FIR for the same. you can claim according to Indian penal code section 422.
