What are the rights of residents as per up apartment act 2010

I lives in Uttar Pradesh in an apartment which run a RWA but some of maintanance work which RWA denied to repair. I would like to know what are the rights of a resident in an Apartment which run a RWA and they denied to repair to common work like drain pipe which moved from inside the flat and drain waste water of all four flats going through and ground floor resident facing leakage problem in his basement due to leakage in that common pipe in flat. How can we resolve this matter?
