Tmc sanction development plan but declared unsafe later

Tmc sanction development plan for high rise builg in 1988 chs registered in 2000. Revised proposal submitted by architect in 2009 architect/developer managed with out observing fire norms & tmc issued occupation certificate (under dcr) march 2013. Fire dept inspected building which is unsafe for living reminds to adtp for their necessary action.commissioner tmc, thane instruct to adtp .no investigation nor reporting by adtp. This is violation of fire act ,mrtp,dcr,bmc act,mofa as well consumer act.members are regularly paying the property tax and water bills. What action pl ?
