Our customer has taken the material without raising a Purchase Order in March 2018, We have submitted GST return to govt, Now he refuses to pay the amount. What should we do?

the customer has taken the goods and has not paid till date. give a legal notice to him stating the facts and initiate criminal and civil proceedings against him in case he does not pay the amount due.
