Certificates not given by college director due to personal grudge

my college director not issuing my original certificates, due to his personal gredge how can i go legally
Dear Client,
Do you have any note of evidence says that your original certificated are with in your college. Means in any college while giving or depositing original certificate that particular institution will gives you return a note/receipt saying we have received your original documents once after completion of your course those documents will be given back.
If you hold any particular proof then we can claim legally, or else you just go for a local PS and raise a compliant there.

first you give a written complaint to his supreior authority, if action is not taken you can file either civil or criminal complaint through a lawyer in the court of your jurisdiction. keeping students certificates is a crime
