Can I vacat house due to water issue without deduction in depoist?

I am a tenent. In the agreement it is mentioned if I vacate house before 11 month, two month rent will be deducted from deposit ( 1 month for painting charges and 1 month because I am vacating before 11 months). Currently we are facing water issue. We get water for 6 hrs a day and even that is not provided at fix timing, hence we are facing problem in storing the water. We haven't completed 11 months. Can we vacate the house without any deduction from deposit? And is giving 1 month prior notice compulsory (its mentioned in agreement) ?

Inform about the inconvenience to the owner and ask him to make the proper arrangement about water problem, if he fails to comply means ask him for the full advance and vacate. If he refuses to return the amount then you can issue legal notice through advocate. Otherwise look into the agreement whether any clause which is binding on him and if he fails to do so, on that point you can tackle him.

NO you cant. Once the agreement is signed it means you accepted all the contents of the agreement. I hope, there may be a clause that " during the term if the termination of agreement, the tenant should pay " .Here it does not contain the reasons of vacating during the lockup period. Here the matter is only of termination lf agreement. So you cant.

If the water problem is there it is the duty of the land lord to make alternative arrangement.

Here you cant get proceed without deducting the two months rent as your accepted at the time of entering into the agreement.

In my opinion you can vacate the house by issuing one month notice informing that service is no provided properly and I go to consumer forum for not providing better service. You can also claim compensation for providing the better service
