Can I file complaint against a dog breeder for refund?

I got a pup from this breeder on 20th May, 2020 8pm. By 21st morning, I found out that I was allergic to the dog and immediately asked the breeder for returns. He picked up the pup immediately and later sold the dog to another family. I have been asking about refund but he ignores my calls and messages. How to proceed?

You have to send him a legal notice through an advocate in which the sale of goods act provisions will be taken into application while drafting the notice. You can claim compensation alongwith the interest amount for the delayed payment. This will suffice your requirement.
