Complaint against dog seller for fraud

I bought a dog six months ago. The seller said I would a Club's certification papers if I paid an extra amount. I did so and still haven't received the papers. The dog also turned out to be a different breed than the one the seller said it was. Will this be a valid complaint?
It suppose to be valid cheating criminal complaint as per your word. Anyway the agreement need to be referred for more details like type of the breed, location, price, license, approval .. etc.

Yes u can file a complaint for cheating against u so u can go to police station and file case against those person so u can do it and take compensatiin and also file complaint in court also do it.
