Amount not refunding even after email confirmation.

Respected Sir/Madam,
I have bought a membership of resort, due to poor service and false promises I have cancelled the membership and asked me the refund amount which I have made the payment towards resort and my request had accepted by the resort and given me the confirmation stating the amount will be refund by Jan-15-2019.
Till today I am struggling to get the amount which I have paid. I am keep sending them an email requesting refund my money. I am not getting any response from them and when ever I go visit resort office they just misleading me just by giving false promise saying that please provide us 2 more months we will settle your amount.
I have filed complaint police station but no use.
I am completely fed up with this and feeling so helpless how to deal with them to get my hard earn money back.?
Please provide me some suggestion or help would be highly appreciated.
