What to do when someone's dog bit another person's dog

Hi, my pet dog is bitten by another pet dog for the 3rd time. The other pet dog is always unchained. We even complained same last time to police. However tht time police jst issued warning to tht owner. Pls suggest
hi, regarding your concern, once again complain to the police and ask them to take an action and as this is negligence on part of the pet owner and being their responsibility to take care of their pet, they can be persecuted under criminal law.
