You have to prefer an appeal before hobble high court with in 60 days from the date of order passed by the tribunal and where your case was dismissed on 3rd December 2016 so by counting 60 days it comes to February 2 ,2017 and where the court had 15 days of vacation hence ull get another 15 days of time from 2 Feb 2017 hence you can file appeal before 17 Feb 2017

As per section 8A. of Karnataka Appellate Tribunal Act, Revision by the High Court in certain cases.- (1) Against an order of the
Tribunal in any matter arising under the Karnataka Sales Tax Act, 1957 (Karnataka Act
25 of 1957), either party may, within sixty days from the date of communication of the
order, prefer a petition to the High Court on the ground that the Tribunal has failed to
decide or decided erroneously any question of law:
Provided that the High Court may for sufficient cause shown, admit a petition after the
said period of sixty days.

For filing Writ petition there is no limitation . However it should be within reasonable time. If you are seeking any interim order you should file at the earliest. High court will not entertain a petition of a person who sleeps over his right .

You have not stated against which tribunal order Means against other of revenue appellate tribunal or pertaining to service matter of karnataka administrative tribunal the period of Limitation to prefer an appeal against revenue appellate tribunal as per section 51 of karnataka Land revenue act is 60 day's from the date of order.
The time taken for obtaining certified copies has to be excluded.
Even if there is delay you can file an application under section of the limitation act to condone the delay in filing an appeal
