Child birth certificate name after father's name changed legally.

27-Oct-2026 (In Civil Law)
My twins were born on 19 Jan 2026. At that time, my name was Prabhat Kumar. Later in September 2026, I legally changed my name to Prabhat Singh through a Gazette notification. Then, in the month of October 2026, I applied for birth certificates fory twins. But, the registrar gave my old surname to my twins in their birth certificate. Which surname they should get and why ?

The registrar is legally correct. A birth certificate records particulars as on the date of birth, 19 Jan 2026, when the father’s name was Prabhat Kumar. A name change operates prospectively and is not retrospective. You may later apply under the Registration of Births and Deaths Act, 1969 for an endorsement or correction, with the Gazette notification as supporting proof, or change the children’s surname by a separate Gazette process. But for that you Need Advocate
