witholding transcripts and degree certificate

31-Oct-2026 (In Civil Law)
I had completed my coursework B.Sc. in 2024, but i had 1 backlog and also fees due of 73,000. Before i could clear it my mother was ill, so took a drop and i have cleared my backlog in Aug 2026. I emailed the registrar about my difficulty to clear my due and I was allowed to make payments in EMI within 2 years. Initially registrar said they would give all docs but later when i went office i was given only gradesheets. They withheld transcript and degree certificate. What to do now?

you can send them a legal notice stating the assurance provided by the registrar and denial of transcript and degree. After 30 days of the notice if no reply will be provided, you can move to the High Court of the respective jurisdiction in which your college falls. for more details regarding your issue you can contact me on navsa22[at]gmail[dot]com

Since you have cleared your backlog and the Registrar permitted payment of outstanding fees through EMIs, withholding your degree and transcript may be legally challenged, subject to university rules. Preserve the EMI approval emails and submit a formal written demand for the documents. If refused, you may approach the University’s Student Grievance Redressal Committee under the UGC Regulations, 2023. A legal notice and appropriate proceedings may follow. Share the university’s name and EMI correspondence for specific legal guidance.
