Yes you may file it through registry or you may also file application for pre poning of the matter.
On filling of pre-poning application the court will notice to other party then will listen argument.

Since the latter stands posted for ...., you may submit your response at least three days before the date fixed if you are yet to submit. Else, the case will be heard on the basis of pleadings and records available on the record of High Court.

If it's written argument then yes but if it's written statement then only with prior permission of the hon'ble court. Generally it's depends on court, whether to permit or not but all courts do accept written submissions/ arguments in general but in case of written submissions you have to taken concession of the court, if it's time barred.
