Pehelwan Creates noice in the street and threatens people

There is a guy called "Ilyas Pehelwan" in the street who keeps on screaming with his friends in the street during midnight. He keep on arguing, threatening, beating people around the street and outsiders. He has arranged CC cameras around his house to Monitor whats going on in the street. He wants everyone in the street to be inferior to him and obey him. I know he has good rapport with some policemen who seeks bribe from him. Please tell me how to charge this guy legally.
