You can file the case at panipat as per the latest ordinance. Don't forget to present the case for realization with in 3 months from date of cheque. Also you have to send legal notice with in 15 days from date of dishonor of cheque.

you will file your case at Panipat as you have your account there. The accused person will come and attend the case in Panipat after summoning by the courts. First send a legal notice to parties and give time 15 days to make payment. After that you can file your case. Time limitation is very important in cheque bouncing cases. from the date of bank memo return, the case must be filed within 45 days. Note it includes the legal notice time also

As per the latest amendment in law you can file your case of cheque bounce in the city where your bank is. You will need to give a 15 days notice to the defaulting party within 30 days of receiving the information of bouncing of cheque from your Bank before you can approach the Court under section 138 of the Negotiable Instruments Act.
