There is no complete detail of your case, but if there is only this much detail, then according to this only a case of check bounce is made on you, A case of 420 is not made, correct information can be given only after giving more details.

Whether your debts are individual or your company’s debts?
If company debts, then you can file for insolvency before national company law tribunal under the provisions pf insolvency and bankruptcy code.
And if these are your individual debts then you have to approach civil court having jurisdiction of the area in which you reside or were carrying on business in past 1 year.

If an FIR has been lodged against you then proceed as follows:

Step 1: Get Anticipatory Bail before you get arrested
Step 2: File a petition for quashing of the FIR and Chargesheet under Section 482 before the High Court

As far as getting declared as Insolvent, you can file the application under Presidency Towns Insolvence Act, 1920 at the District Court. Till the decision of Insolvency proceedings, there will be a moratorium i.e. Stay on proceedings by creditors.

Do contact us to know more in detail.
