Property transferred in my name through Will govt not allowing to sell

My father owned a DDA flat and he wrote a Will in which he transferred the ownership in my name Will being registered. Father is not alive. On the basis of transfer I got mutation certificate. Now when I want to sell the property they say mutual does not devolve. but all the tax slips consist of my name. My question is does mutation certificate does give right to sell the property and can I give my property on lease please guide me

Mutation is in relation to property tax and pertains to MCD. The Will is to be proved and letter of administration or probate is required ob the basis of which property can legally be transferred in your name and you will be entitled to sell the property thereafter.

Mutation is for house tax / property tax purpose only. It does not give title rights and also does not give selling, transferring rights. You will have get your name substituted in place of your father with the DDA i.e., the land owning authority. You will have to produce document(s) such as death certificate, house / property tax slips etc. You will also have to get the probate of the WILL of your father from the competent District Court of jurisdiction. After all this only, you may then only LAWFULLY give your property on rent / lease.

To sell out thr property without any difficulties, you have to file the petition for grant of probate in respect of the property left behind by deceased person. then the court will issued a probate certificate and after that you can sell out the property. .
