1) Make a complaint against the abandoned vehicle. They will enquire and take away it if it's owner does not come forward .

2) you can make a complaint in area municipality for emitting odour smell in area due to heap of garbage under the vehicle. They will remove the garbage and clean the place.

You should make both complaints simultaneously with both the authorities.

Hi
FIle a nuisance case under section 290 of IPC against unknown persons in the police station and police will remove the car and keep it in custody of court.
It will be easy for police to trace the car owner by contacting Regional transport authority and recover costs if any.

To file a complaint against illegal parking in your neighborhood, you can follow these steps:
  1. Contact the Local Police: You can start by contacting your local police station or traffic police department to report illegal parking. Provide them with details of the location, the type of violation (e.g., unauthorized parking, abandoned vehicle), and any relevant information about the vehicle, such as its license plate number. They will take note of your complaint and may take action if necessary.
  2. Use Online Complaint Portals: Many cities and regions have online portals or mobile apps where residents can file complaints related to parking issues. Check if your local municipal or police department has an official website or app for this purpose. You can submit your complaint online, providing the required information.
  3. Dial Emergency Numbers: In case of immediate concerns or if you witness a severe violation that poses a safety risk, you can dial emergency numbers like 100 to reach the police. They will respond promptly to address the situation.
  4. Engage with Neighbors: Sometimes, discussing the issue with your neighbors and educating them about parking regulations can help resolve the problem without involving the authorities. They may not be aware of the rules and could cooperate once informed.
  5. Document Violations: Keep a record of instances of illegal parking, including photographs and any relevant details. This documentation can be useful when reporting the issue to the authorities.
  6. Seek Mediation: If the issue persists and conflicts arise with neighbors over parking problems, you can consider involving local authorities or community mediators to help resolve disputes amicably.

If you're facing difficulties due to a bike parked in a pedestrian area and it does not have insurance or a valid Pollution Under Control (PUC) certificate, you have a few options for filing a complaint. Here's what you can consider:

  1. Local Police Station: You can visit your local police station and file a complaint regarding the issue. Explain the situation, provide any relevant details about the bike, and mention the lack of insurance and PUC. The police can take appropriate action and address the matter.

  2. RTO (Regional Transport Office): You can also consider contacting the Regional Transport Office in your area. They regulate vehicle registration, insurance, and other related matters. They may be able to provide guidance on reporting the issue or take appropriate action against the owner of the bike.

When filing a complaint, ensure you provide as much information as possible, including the location, description of the bike, license plate number (if available), and any other pertinent details that may aid in identifying the owner or taking necessary action.

Please note that the specific procedures and authorities may vary depending on your location. It's always advisable to consult with local authorities or seek legal advice for accurate information and guidance tailored to your situation.
