As per the Central Motor Vehicle Rules (CMVR), 1989, which is a set of rules formulated under the Motor Vehicles Act, 1988, luggage carriers can be fitted on private, registered cars.

Also, there is no requirement for obtaining permission from the Regional Transport Office (RTO) before installing a luggage carrier on a private car in India.
However, the carrier must comply with the guidelines specified under the CMVR, such as not obstructing the driver's view or interfering with the functioning of the lights, indicators, or brakes, and not causing any damage to the car's body or structure. It is essential to ensure that the luggage carrier is securely fitted and does not exceed the maximum permissible weight limit specified by the car manufacturer. The luggage should be loaded within the permissible weight limit to maintain the car's stability and handling.

There is no mention of any restrictions of roof carrier in Central motor vehicle act, it superceded by some state motor vehicle acts in certain situations. Motor vehicle act has no mention of any type of ban on luggage carrier on a private vehicle. Mp, delhi, - no ban. But in rajasthan gujarat its a ban there.

What are the RTO Rules for Luggage Carrier on Private Cars in India? In India, it is a myth to think that only commercial vehicles are allowed to have luggage carriers. In reality, even private vehicles can install luggage carriers at any time without legal consequences.
