Non-payment of Retirement dues and Pension what to do

My father retired in the month of June 2010 from Dhanbad Municipal Corporation but till date full retirement dues have not been paid even the retirement dues are calculated on earlier pay-commission basis not as per the 6th pay commission. Pension has also not been started yet..... Now what to do..... since retirement dues and pension is regarded as Property earned by the employee as per the landmark judgement of the SC.
We have filed a number of cars in High Court and amounts are being paid. Retired dues is right of employee and hence DMC is bound to pay it with statutory interest. You may issue them a legal notice or file an application and consult an advocate.
