You have to be more clear with what you are trying to say. I can see no violence here in your query. Send both your sister and brother in law for marriage counselling to an advocate or some one you trust. Just because your brother in law refuses to register the new house in your wife's name does not amount to domestic violence, if you try to impose false allegations that may backfire yourself. So better contact a lawyer For proper advice explaining your problem.

If your sister is being harassed and cruelty is done to her both physically and mentally you can file a petition to your locality all women's police station and take necessary action.
If your brother in law is going to sell his house. How did he posses that house whether ot is his self acquired property or ancestors property.
If it is his self acquired property u can approach the court and file a suit claiming your sisters share in that property and restraining him from selling
