In your case, you need to apply to the municipality of the state in which you reside for correcting your date of birth in the municipal records. If you want to apply for visa for traveling abroad, you should have a valid secondary ID proof of yours in which your date of birth is correctly mentioned. Correcting the DOB in a cbsc certificate will not change as it will only appear as it appeared in the municipal records. First of all you need to get DOB changed in municipal records and then get it changed in other certificate according to new one.

You shall have to file a civil suit for the same, with CBSE and the school(From which you passed) being opposite parties/defendants. Usually CBSE does not allow changes in DOB after 2 years, while a new notification has barred any change in DOB, However if there is order by competent court, CBSE has to follow the orders, however CBSE usually fully contests such cases and appoint a lawyer for such cases. FOr more details you may contact me with specific details of your case.
