Try to file a divorce suit on mutual consent in District or Family Court,it is shortest and easy process. Failing which you can file a divorce suit on contest, which is lengthy process of laws.Court to which petition shall be presented. —

Petition shall be presented to the district court within the local limits of whose ordinary original civil jurisdiction—
(i) the marriage was solemnised, or
(ii) the respondent, at the time of the presentation of the petition, resides, or
(iii) the parties to the marriage last resided together, or

If you apply for mutual consent divorce it will be better as it ll take less time and money. But if your husband doesn't agree to it then you have to file contested divorce. It should be discussed in detail.

You can file the case for divorce before the Distroct judge. And after summons if your husband turn up before the court then after evidence court may grant you divorce according to the merit of the case but if he do not turn up then court will grant you divorce ex party.
