What is the law regarding smoking on roads in Chennai?

Yesterday I was apprehended by the Chennai Police for smoking while walking on the road. They even took me to the police station to record my ID details along with fingerprints, all the while not answering a single question on exactly what they were accusing me of. Neither did they provide me with a copy of the records that they created about me. Is this is legal, and if not, what steps can I take? Thank you in advance.

You are not allowed to smoke in public places anywhere in India, violating the above law may result in fine of Rs.200, though the said apprehension done by police officers is not right as they were required to provide you with a photo copy of the said complaint.
