Water connection for newly constructed home

My new house is located between the land of neighbors now for newly constructed home I want drinking water connection from government supplies which is already with neighbor but due to land of others the land owner is denied use pipes through his land. Now how can I get the same.
you can get ordders from the court as supply of water and electricity is life rights and no one can deny this . you can consult some lawyer and can file case against the person and the department. you have to first serve them a legal notice.
