Residential peple are throwing garbage in building stairs

if the residential people are throwing all garbage in steps witch is very wrong. and our building committee Secretary is rusticate so we cant complaint in committee officer, then how to stop this all wrong. and i m telling to all people do not throw garbage on steps witch is very bad but they cant listen and do the same pls clarify Sir or Madam what will i do as per our law
u have wall board and post for do not throw the garbage in this area otherwise u shall appropriate action against this people who are throw and installed cctv camera. in case anybody throwing tha garbage then u have sufficient evidence to prove ur case and lodge a criminal case I.e. F.I.R. in ur nearest police station against this people.
