Regarding pendancy of bogus case by panchayat how to proceed legally

Sir my question is that my neighbourers hv filed a false fir against me and my brother to blackmail us and as police in her investigation found no proper evidence and even the witnesses are also fake and dont gave any statement to police so police gave case to panchayat now pradhan is not investigating the case neither giving judgement and i think he due to caste favouritism towards other party not giving judgement that we r not guilty and doing redtapism in our case file and not doing any investigation and pending the case what should i do...
first of all in those offences mainly cognizable offences in which police registered FIR can not sen to panchayat however if simple complaint is received by the police and police think that panchayat can solve this case they farward it to panchayat. You can file RTI from police and even from concerned panchayat regarding your case as their is a time limit to solve that case. and if FIR is lodged on false evidences you can seek remedy u/s 482 crpc from high court to quash the FIR.
