Neighbors fighting for water drainage can they take legal action?

We are leaving water of washed clothes etc. The water was flowing to the drynage it is near to the another person house the land of drynage is neither his nor us it is government land where drynage is placed he fight with us to dont leave the water here and he gave complaint we are jobers we dont need to mingle in cases
We suggest that you should not leave the water in any other person drainage. Even other wise if it not his property or goverment land, then also you cannot create public nusiance
