Government land issue and tehsildar stopped construction

Sir im staying in bellary dist KARNATAKA state my aunty is staying in government land from past 25 years 30*40 size approximately in that size house is constructed in size 25*15 with ordinary cement sheet building has she his widow scheduled caste women we have paid municipal taxes has the old staying home has its leaking in complete rainy season so when we started constructing a small room in remaining site so thasildhar revenue inspecter has stopped the construction so what to we are totally confused...
If this is government land you are justified in constructing a residential house for your residence. Apply for and verify status of the land since long period and obtain relevant records from village panchayat. If it is really government land, nothing could be done about it but if it is not then move the court for injunction.
