Chairman not willing to give noc

Hello sir/madam I have sold my flat received half amount ,but chairman is not willing to give noc he says that the alteration which was made by us should again be the same as before he v made kitchen into bedroom and balcony converted into kitchen.i need noc since I have to produce in bank.
if the chairman is not ready to give NOC then please tell him to give it in writing stating the reasons as to why he his not giving NOC have you taken permission of society before altering your flat ?? anyway please contact your local lawyer and he can send a notice to chairman regarding the same
