Only Supreme Court has the power to transfer the matter from one state to another. I understand you want to get the same transfered to Andhra Prasesh Court, so you may file a petition for the same describing all circumstances/facts to get the same transferred.

In such situation you have to move before the Hon'ble Supreme Court to transfer your case from Madras to Andhra Pradesh or any other court.
Kindly have sufficient material to produce before the Hon'ble Supreme Court to justify your case.

You can file a Transfer Petition under Section 25 of CPC in Supreme Court of India for transfer of the same. The same is a discretionary relief, and you will have to make your case good for getting it transferred. Thus it depends on the pleading of the petition as well.
