Is my mother a legal heir of an adopted son ?

My mother had adopted my mausi’s son in 1986 and it was a family affair i.e no legal norms were fulfilled . The child was 1 month old when adopted . The name of the father and mother on all his documents ( government id , school , college , banks ) are of my parents . After his demise , his in laws does not want to share his terminal benefits with my mother now . Is my mother eligible ? Both my sister in law and brother are no more and are left by a 4.5 years son whose legal custody (g.w.o.p)is with the in laws now .
