Who will pay stamp duty in case of transfer of property

My father passed and left a house jointly owned by him and my mother. My sister and I are happy to sign noc to transfer dads full share to mum. Would mum have to pay stamp duty? She wants to sell the house, does it need to be transferred to her name or can she sell without all the extra paperwork? House is in Rajkot and dad passed in Rajkot in February 2018.

After death of your father your mother's name will reflect after following procedure regarding that. As the same is in joint name of your father and mother, there will be no problem.
Your mother can sell the property thereafter. No stamp duty is required for the above process....
