Transfer of Property in my name as Father passed away without will

My Father passed away in April 2017 without any will. My brother and I are only legal heirs. My mother is also not alive. Is succession certificate or legal heir certificate necessary to transfer flat in my name. Society has yet not been formed.Our flat is in Dombivli (Mumbai). What will be exact procedure and cost to transfer flat in my name.
Your brother can gift his undivided share in the said flat to you by way of registered gift deed by paying appropriate stamp duty and registration charges. Heirship Certificate is also required for it.
