Transfer of property from the place other than where the property is

My father bought land in 1983 in his name in Jalpaiguri, West Bengal. My father died in 1993. We are staying in Delhi. We want to sell off the property. We are told that to transfer the land in my mother's name she has to get it done by getting the relevant papers made from Jalpaiguri. My mother is 79 years old and is not in a position to travel . Can the relevant papers be made from Delhi?

you need to arranger a power of attorney from your mother in your favour after that you will be her authorised signatory and the property can be transfer, sold by you without the need of your mohers physical presence in delhi
