What is the time frame or time limit(such as one year or two years or threes years or more, after death) to file a legal claim, under the HINDU SUCCESSION ACT, after the death of a parent and there is no will?

There is no specific time period for filing legal claim under Hindu Succession Act with some exceptions. If the legal claim is for parents property, it is always better to claim your share at the earliest possible opportunity to avoid any future legal complications .
