Stay order for illegal construction

My Property is in a state highway. The space between the High way & my property is approx 40feet which belongs to the Highways authority. There was temple on this land which was demolished by the Highway authority few years ago.The space behind the temple was used for illegal activities by a municipal Councillor & his men. Since now the temple is demolished they are not able to carry out any activity as it is now open, so now they want to built a structure in the name of a bus shelter. If the Shelter is built i will lose access to the shops which is legal property for which i am paying property tax. How can i stop this illegal activity legally? Can i get a stay order for any building activity in front my shops?? If so how many days will it take to get a Stay order & what is the validity of this Stay order? How much would this cost??
