In your situation your mother is alive and she is the legal and natural guardian of your minor sister. Hence your mother's decision of selling the property will be enough along with the NOC of other major legal heirs. In my view you do not require any permission to sell the property. You can sell the property with mutual consent of your mother and other siblings. Has any officer asked you for any kind of permission ?. Kindly let me know.

Dear sir,
In order to sale the property in the name of minor you will have to take appropriate order from the court of law by filing a Guardian Petition depends where the property is situated.
