Property Transfer on name of my mother

We want to transfer our property on name of mother as our father left us without will.
We are 3 brother n sister,whereas one of sister in depression. So how can we transfer in this case as she is not mentally stable.
ur mother have ful right from ur father property as she is legally wedded wife as she can get property by transfer deed by making or showing her right property act and also she can get by declaration suit.
